As Head of Regulatory Relationships and Government Affairs, Ned is responsible for coordinating TD Banks’ relationships with bank and holding company primary regulators. He is also responsible for overseeing the banks’ Government Relations activities, to include relationships with both state and national legislators as well as regulatory calling programs. He also acts as liaison between TD Securities and examiners from the Federal Reserve Bank of New York and New York State Banking Department (NYSBD).  

Prior to joining TD Bank, he was an examiner with the Office of the Comptroller of the Currency (OCC) for more than 33 years. Ned was Deputy Comptroller for Credit and Market Risk at OCC Headquarters in Washington, D.C. He was also a member of several internal OCC committees including the committee on Consumer Compliance issues. Prior to Ned’s role as Deputy Comptroller he was “Examiner-In-Charge” (EIC) for several national banks, including JPMorgan Chase, New York and Bank One, Chicago.  As EIC, he was responsible for the OCC’s direct supervision of all banking activities including credit and market risk areas, information technology and privacy, asset management, international activities conducted through branches, consumer compliance and BSA/AML issues as well as other areas.

Ned graduated from Penn State University with a degree in Business Administration and a major in Finance.  He is also a graduate of the Stonier Graduate School of Banking at the University of Delaware where he wrote his thesis on “The Securitization of Consumer Receivables”.
